New harvesting tool (to me anyways)

Today a player showed me a link for what looked like a UR Harvesting Skinning Knife with a skill of 450 and was crafted. I want to know where do u get that receipe and assume the other tools are al;so available. I am I L52 Weaposmith and assume I could make the receipe. The knife had a buff of +50 to General Group harvest and +50 to harvest skill.

You get that recipe in the banisher questline in NT.

Is this Banisher questline, the Artisan Saga quests? Or is it a higher level quest? I am 44 Armorsmith, finished Artisan Saga a few weeks ago, and don't have a recipe for these anywhere in my list. If it is higher level, when can it be started (in other words, could I do it now)?

The recipe is trained by Grasher in the Banisher's Headquarters, it isn't granted by the Artisan's Saga directly.

Basically, once you complete the quest "Artisan's Saga: It's A Difference of Firepower", you are granted a character flag called "Ashlyn's Permission" which marks that you completed the quest. Once you have the flag, Grasher will train you in the recipe. Before that point, Grasher will show you recipes that he can train you in, but he won't allow you to actually learn it.
